Established and organized the First Evidence Response Team in the Federal Bureau of Investigation (FBI) which was the model mandated by the Director of the FBI (Louis Freeh) for the remaining fifty-five field offices of the Bureau. Led a team of twenty-four agents and six support employees in conducting crime scene investigations of major cases and high profile investigations, i. e., The first World Trade Center Explosion (1993) Bombing of an American/Saudi Arabian military complex in Riyadh, Saudi Arabia (1995), the TWA Flight 800 explosion over Long Island (1996), numerous homicide investigations in support of State and Local Police Agencies. Trained members of the Boston Division FBI team as well as members of other Field Division teams. Managed the administrative, operational and logistical aspects of the Boston Division Team.

Assigned as a Field Police Instructor in such topics as Fingerprint Identification. Crime Scene Investigation, Expert Witness Testimony, Law Enforcement Instructor Development. Participated as an Investigator in the Iran Contra investigation, (1987), instructed at the International Law Enforcement Academy, Budapest, Hungary (1995), the Egyptian National Police Academy, Cairo, Egypt (1998).
