After serving with the U.S. Marine Corps, Clint Rand began a 30 year career in law enforcement as a Trooper with the Massachusetts State Police. During college and law school he was a sergeant, shift commander and prosecutor with the Hampton, NH Police Department. He spent 23 years as an FBI Special Agent assigned to offices in Carbondale, IL, Monterey, CA, New York City, Boston, Pittsburgh, Philadelphia, and Chicago. In addition to his investigative duties he was a member of the FBI’s first SWAT Team, a physical fitness instructor/examiner, a helicopter rappel instructor and a police instructor.
After retiring from the FBI, Clint Rand joined the criminal justice faculty at Saint Anselm College in Manchester, NH. Clint was the chair of the research committee of the New England Community/Crime Prevention Partnership (NECP2) and an adjunct instructor in community policing and policing strategies at the Boston Police Academy and the Maine Criminal Justice Academy.

Clint is a graduate of the University of New Hampshire, the Defense Language Institute and he attended Boston University School of Law. He has an MS in Safety and Security from Northern Illinois University where he is a doctoral candidate in educational psychology/adult education.

For many years the education function at police academies has been filled almost exclusively by instructors who are members of law enforcement themselves. Most often these instructors are knowledgeable in the subjects that they teach but lack education or experience in the field of adult continuing education. Organized and comprehensive continuing education programs, conducted by trained educators, are evident today in many other occupations but they are lacking in law enforcement.
In order for law enforcement education to meet the challenges that law enforcement officers face today The Center for Effective Continuing Law Enforcement Education, LLC develops education programs for the unique needs of police trainers and educators so that they offer an experience of sufficient depth and relevance that will improve the practice of policing.
