ORTSEC was founded by William Ortiz. Ortiz, a Marine Corps veteran, retired from the Federal Bureau of Investigation (FBI) after twenty-two years as Special Agent. As a Special Agent, he worked a variety of investigative programs, including violent crimes, street gangs, drugs and international terrorism. During his tenure as a special agent, Ortiz became an FBI certified polygraph examiner. Working as a full time FBI polygraph examiner for ten years, he conducted over a thousand polygraph examinations in cases relating to foreign counterintelligence, counter-terrorism, human trafficking, crimes against children, murders and applicant screening, among others.
